1. Innovation drop zones? Dealing with interventions ‘parachuted’ into situations without due appreciation of, and embedding into local realities

a. How, and how well, do innovation facilitation teams understand and balance the needs and demands of different actors, especially the local ones?
b. To what extent do innovation interventions actually adapt to local contexts? What human and institutional capacities and financial resources are needed to do so? Who influences intervention choices and approaches?
c. How can intervention teams/projects become aware how their actions may affect existing power relationships among local actors?
